Study Suggests Ineffective Substance Abuse Treatment in NY Prisons

A stated goal of the New York State Division of Criminal Justice Services is to successfully reintegrate criminal offenders into the community. A large body of research suggests that effective treatment programs can reduce the likelihood of repeat criminal convictions for substance abusers.

Despite the focus on inmate rehabilitation, however, a recent study by the Correctional Association of New York (CA) revealed that inmate substance abuse treatment programs have room for improvement. This is especially significant considering the New York State Department of Correctional Services classified 83 percent of current New York inmates as possibly in need of substance abuse treatment and education in its screening process. After completing a three-year study, the CA's report recommended state policymakers consider:

  • Implementing a consistent screening process to determine the need for treatment and the severity of the substance abuse
  • Tailoring programs according to need, not using a one-size-fits-all treatment program
  • Improving the quality and skill levels of treatment staff
  • Better coordinating community treatment and other support services after prisoner release

New York State currently has 119 substance abuse treatment programs that serve about 34,000 inmates annually, over half of New York's approximately 57,000 current prisoners.

Drug Crimes and DWI Convictions

According to the CA, in 1980 11 percent of inmates 1980 were incarcerated for drug-related offenses; by 2008 it was at 33 percent. Because of the nature of drug crimes, many convicted criminals will participate in these programs. From driving while intoxicated (DWI) convictions to drug possession and trafficking, those who participate in substance abuse treatment programs have a greater likelihood of avoiding future convictions after release. Improving substance abuse programs can benefit both released convicts and communities.
